Decision / full production

Do not commit unconditionally.

The production-phase announcement is real. A scored operational comparison of production-representative IVAS against current equipment is not in this packet. Keep the full-rate gate conditional on that evidence, not on an expected shipment or a prototype exercise. [ST2] [ST1]

This is a judgment on the public record available by the cutoff, not a finding about later performance.

01 / Claim versus tested configuration

Switch the view to challenge the announcement against its closest public test evidence.

March 31, 2021 / Microsoft / ST2

Production phase announced

“Earlier today, the United States Army announced that it will work with Microsoft on the production phase of the Integrated Visual Augmentation System (IVAS) program as it moves from rapid prototyping to production and rapid fielding.”

The platform is claimed to make soldiers safer and more effective. The dated original [ST2] gives no monetary contract value, purchase count, or unlimited-purchase authorization.

FY2020 Q1 STP 2 / DOT&E report released January 2021 / ST1

CS 2 prototypes, not a production verdict

STP 2 exercised prototypes in an operational environment. Conventional soldiers and marines favored perceived usefulness; special operators favored identification, translation, and reconnaissance but did not find most functions better than their current gear. GPS, imagery sensors, RTA integration, light discipline, fogging, extended-wear discomfort, and gear interoperability drew concern. [ST1]

DOT&E says the STP 2 plan was not submitted for approval because it was an experiment; comparative company force-on-force and squad live fire were planned, not scored findings. [ST1]

02 / Test and decision ledger

Receipt is not the same as a purchase count; scheduled receipt is not completed delivery.

  1. / 50 systems received; no production-representative finding follows from this receipt. [ST1]
  2. / 300 systems received. FY2020 Q1 STP 2 used CS 2 prototypes; the fiscal quarter spans October through December 2019. [ST1]
  3. / 600 systems received. Do not sum receipts into unique units purchased. [ST1]
  4. / DOT&E FY2020 report released. Strategy was draft; company force-on-force and squad live fire were planned to evaluate whether an equipped unit is more lethal. [ST1]
  5. / Army reports cold-weather work. Col. Troy Denomy, IVAS product manager, said in the dated original [ST7]: “If we only test and understand how the system works in a nominal environment, that very much restricts options on where we fight,” and “Designing the system for extreme cold, humidity, and heat is paramount.” The article says it is still a prototype; no scored production comparison is supplied.
  6. / Microsoft reports transition to production phase. [ST2]
  7. / 1,600 systems expected, not delivered by the cutoff, to support initial operational test. Configuration and receipt remain unverified. [ST1]

03 / Development dollars, not agreement dollars

BQ6 engineering development only. The comparison does not price the acquisition agreement. [ST3]

BQ6 RDT&E / dollar scale begins at $0 / ST3
BQ6 development: FY 2020 $63,200,000; FY 2021 Base $8,991,000Two comparable development-year dollar values, zero baseline. FY 2020 $63,200,000; FY 2021 Base $8,991,000. These are not agreement values.$0FY 2020 · $63,200,000FY 2021 Base · $8,991,000

Bar width uses FY 2020 as the $63,200,000 denominator; FY 2021 Base is $8,991,000 / $63,200,000. Source: [ST3].

Parsed source-table values / converted to dollars
FY 2020 / development
$63,200,000
FY 2021 Base / development
$8,991,000
FY 2021 Total / development

Comparable denominator: FY 2020 BQ6 development line. FY 2021 Base versus FY 2020, not agreement cost. The Army's budget excerpt attributes the change to transition from rapid prototyping to rapid fielding. [ST3]

04 / Evidence required before full-rate release

Specify and approve thresholds before observing results. This packet supplies no official numeric pass marks. [ST1]

Gate 01

Authority. Obtain signed decision and acquisition scope, funded quantities, obligations and ceiling if one exists. Do not convert the development line into an agreement price. [ST2] [ST3]

Gate 02

Test article. Approve the test and evaluation strategy and fix the production-representative hardware, software, power, tactical gear and sustainment baseline. Verify closure of CS 2 integration defects before attributing prototype results to it. [ST1]

Gate 03

Combat comparison. Under a DOT&E-accepted plan, score company force-on-force and squad live fire versus current equipment. Pre-register mission outcomes and confidence bounds; require net advantage with uncertainty excluding no benefit and no mission-critical regression. [ST1]

Gate 04

Suitability and safety. Pre-set pass/fail limits for accuracy, RTA reliability, light emission, fogging, wear duration, interoperability and cold, heat and humidity. Record adverse events and exposure denominators with a medical stop rule; no injury rate can be estimated here. [ST1] [ST7]

Release

Full-rate decision. Review scored comparative effectiveness, suitability, defect closure, safety, lifecycle affordability and approved quantity. The favorable response to some functions supports further testing, not a waiver of this gate. [ST1]

05 / What the packet cannot measure

Financial and quantity boundary

No verified agreement value or ceiling, unlimited-purchase authority, units purchased, paid cost, or lifecycle cost. The BQ6 development allocation is a different funding category. [ST2] [ST3]

Operational and health boundary

No confirmed April 2021 delivery, production-representative scored comparison, results for an untested configuration, physiological injury incidence, or exposure denominator. The March 29 cold-weather story is a reported field exercise, not that comparison. [ST1] [ST7]
