What the record can say today

A dated household finding, a real institutional response and the boundary between them. This is a public-record communication exercise, not medical or water-system advice.

The public call · November 6, 2015

This packet does not justify a citywide assurance that the water is safe.

Three dated results at one residence, not three independent households and not a citywide prevalence estimate. F1

01 / Draft public advisory

Notice the disturbance risk

When scheduled water or non-water utility work may disturb lead service lines, notify affected residents in advance of the potential for increased lead levels. State what work is planned and where residents can obtain current, privacy-safe sampling information. Do not present this household finding as a citywide result. The October 21 EPA report, F1, recommends notifying residents of this potential risk; its November 4 transmittal says disturbances can dislodge protective coating.

02 / Sampling request

Measure the missing distribution

Request sequential sampling in a representative group of homes with common plumbing materials, with a documented design, dates, methods and privacy-safe aggregate results. The October 21 EPA report, F1, expressly recommends this work to determine whether service-line lead has seeded interior plumbing. Ask separately for evidence of the effects of reconnection and optimized corrosion control before offering general assurance.

Read the boundary, not a trend line

Minimum 104 µg/L; maximum 707 µg/L; spread 603 µg/L across these three dates at one residence. Repeated household observations do not measure prevalence across a city. F1

04 / Date matters

What was public by November 6

  1. The EPA news release describes a task force to provide technical assistance on reconnection and optimizing corrosion control, starting in October.
  2. The final report is dated October 21. Its sequential-sampling recommendation is prospective.
  3. The transmittal memorandum describes switched-back water, provided filters and additional corrosion control to be implemented; these actions do not themselves establish measured citywide lead levels.
  4. Public posting of the final report is recorded in the F1 publication evidence. This page stops here.

The strongest institutional counterpoint

“Specifically, the Task Force will provide technical assistance to the MDEQ and the City of Flint to reconnect the Flint system to a new source of drinking water (to be supplied by the Great Lakes Water Authority) and to optimize corrosion control for the Flint system, starting in October 2015.”

EPA Region 5, October 16, 2015, F2. This is a concrete technical-assistance and mitigation plan, not a completed representative lead measurement or proof of citywide safety. The November 4 F1 transmittal also reports the switch back and filters, with additional treatment prospective.

05 / Test a claim

What would general assurance require?

Evidence needed to assess that claim

A representative, dated set of sequential results across homes and common plumbing materials; disclosed methods and privacy-safe aggregate results; measured effects after reconnection and optimized corrosion control. Citywide distribution, intervention effects and disturbance history are unknown in this packet. F1 · F2
